I Have Heard A Lot About The Cell Phone Number Finder, Are They Scams?

Is it possible that the cell phone number finder is what I need? Most folks these days only uses a cell phone so the directories would be of no use to me. Where do I find a cell phone number finder? Do directories exist that are online? I know they are not accessible on the phone company websites. Do I just wait until they get in touch with me? It seems odd not to have cell phone number numbers available for people to access.  This is even more so when you note that most folks are eliminating landlines and only using cell phones!
