When registering a canadian domain, your are buying the top level domain ending in .ca. CIRA is simply the Canadian Internet Registration Authority who checks up and keeps track of all canadian domain name registration that happens online. By purchasing a ca domain name, you will essentially be using them and get an email from them stating your domain has been registered. To perform the actual purchase and getting the domain you want ending in .ca, you can pretty much use any domain registrar that offers it. Canadian domains range from ten to twenty dollars canadian. If you have a favorite registrar now, then you should be able to use them to register this extensions as well.
